BISVRS provision of Video Relay Services
(VRS) is governed by the rules adopted by the Federal Communications Commission
(FCC) (47 C.F.R. 65.601 et. seq.) pursuant to the FCC’s authority under
Section 225 of the Communications Act of 1934, as amended, 47 U.S.C. 225. Under
these rules, VRS Communication Assistants (CAs) must meet certain minimum
standards in order to qualify as VRS interpreters. While all of BISVRS’
interpreters are qualified to provide VRS under the FCC’s rules,
different credentialing and licensing requirements are imposed by each of the
individual states with respect to the qualifications needed to provide legal
interpreting, i.e., interpreting for depositions and other legal proceedings.
Because BISVRS is centrally located in a few states, it cannot guarantee that all
of its interpreters meet all of the legal interpreting qualifications of every
one of these states. Moreover, many states require legal interpreters to be
“sworn in” and to be fully briefed about the case at hand before
being permitted to participate in legal proceedings. BISVRS’s procedures for
the provision of VRS and the FCC’s mandate to keep all VRS calls
confidential may conflict with these state requirements.
BISVRS does not represent
or imply in any way that the BISVRS’ VRS CAs are fully
credentialed to provide legal interpreting under all state laws, nor that
BISVRS’ VRS procedures are warranted for any such specialized legal
interpreting use. No party shall have the right to rely on such VRS for such
specialized interpreting service needs.
VRS Mail
BISVRS has no control over the the consumer's email accounts where
VRS mails may be bounced back. Such bounced VRS mails will be discarded in 30 days.
In no event will BISVRS' be liable for any incidental, consequential or indirect actions
rising out of the use of VRS Mail at the expense of other user's network with limited capabilities.
International VRS
All VRS calls must either originate or terminate in the United
States and/or U.S. territories. To place an international call, the caller must begin
or end the call within the United States and/or U.S. territories.
This service is being offered through temporary funding by
the Interstate TRS Fund administered by the National Exchange Carriers
Association. VRS is not a State Relay product.
